Well Designed Panniers from Ibera,
The bags are more than roomy enough for a trip to the grocery store or to carry food and water for several days for touring. Also room for all your gear, spare tubes, pump, repair kit, etc. with ample room to spare. An average laptop would probably fit just fine. Each side is attached to your rack with a single Velcro strap on the back wall of each. The backs of the bags where they ride against the rack are flat and supported with stiff material which is great to reduce the chance of spoke damage should you hit some bumps and jostle around. Very nice and attractive fit and finish to these panniers with reflectors all around for safety. Nice flexible carry handle at the top is a nice touch.
When mounted there is a perfectly flat surface left at the top for an additional bag or to strap down some additional cargo (sweater, spare helmet, poncho, box, etc.). Overall these are exactly what I wanted and expected for the price.
Two small gripes (nothing big) are that the smaller two side pouches are single zippered and the zipper ends in the forward/downward position when closed. So if it worked itself open a bit during a ride, or you forget to close it all the way, the contents can easily spill out. I wish it was dual zippered. The other thing is that when the panniers are empty they collapse at the top and the front and back walls flex outward where they will catch rainwater in a big way. I wish they had been reinforced to where they only flexed inward. This would make them much more sleek, aerodynamic and water resistant. I still like these panniers though. Giant bags means more responsible rigging,
These ArcEnCiel panniers are labeled as Roswell panniers, and they are HUGE. You can fit two 1-gallon jugs in the bottom. Then another 2 jugs over them. They are good for grocery runs or cross country touring. They are variable height, you can pack them up like a backpack. But once you get past a certain height, they can not secure clip to the outer side clip. (see pic for the side clip) However, they still close via the waterproof Velcro tops.
Second, because of size, certain aspects of physics come into play. If you under load the bags, the bottom edges will begin to curve inwards a bit and you need to make sure you rig them to not have the edge tips touch the spokes. However, I added thin fiberboard inserts cut to the size of the bottoms to improve rigidity and arrest the curve-in aspect. Possibly overkill, but I’m an engineer.
Third, these do not have clips to attach to your rack, they are saddle bags that have 3 straps to attach to the rack. 2 in back, 1 in front. They have 2 under straps on the back of the bags to attached to the rack post to keep them from flopping when you turn left/right. They also appear to be waterproof. The tops fold over, Velcro, then folds over again and Velcros again similar to a water tight bag for kayaks. But the fabric looks like heavy gauge nylon. Haven’t sported thru a rain yet, so can’t officially report.
Fourth, these look (and are labeled by Roswell) as long distance touring panniers, they have lots of cords for rigging, tightening, adjusting. You will have to make sure the extra dangling bits don’t get caught in your wheels. They have to be there because of the size, but you need to strap all the straps securely before riding.
Fifth, I’ve got this on my ebike and have a 20# LiPo battery on one side. These don’t like to be unbalanced and I’ve had to add a strap support to improve the lopsided pull to the left.
Sixth, I have concerns that the stitching may not hold up in the high stress points in the corners, as most of it seems to be single stitched. I’ll give updates on that.
Seventh, they look military green and my wife said I looked so ‘boy scout’ with these on my bike. So if you are trying to look sleek and sexy, these aren’t for you. However, if you want to bring home 80 pounds of bacon and a dozen roses, these are your panniers.
Overall, a good value for the money. The do require some careful thought to packing and paying attention to the panniers to make sure they don’t curve in and touch spokes, but that is if they are empty/ under packed. These bags seem to be a second generation design where they designed/made a bag, got feedback, and then redesigned and made another bag. I have high hopes for the next one.
And a reminder, this bag ensure that you can always carry a first aid kit, and spare tube and pump.

Roswheel Bags are great,
Updated: the bags ended up being flimsy when empty so they curved toward my disc brake and wheel. Had to remove.

Good, but has its issues.,
Pros: Size, waterproof.
Cons: Heel-clip, Edges curl.
I bike 4 miles each way to work every day, up and down hills. The size of this bag is great because I can fit everything I need in here. However, after four weeks of usage, I have noticed a few problems.
1) Heel-clip. I often have to stop and try and re-adjust items inside my bag, because if the bag sticks out the full length, my heel clips it every time I pedal. This is a VERY annoying issue.
2) Edges curl. The rear bottom corners of the bag curl inward TOWARDS the bike spokes. I use an Ibera PakRak carrier, and while this bag fits fine on the carrier, unless I can succeed in putting things in my bag so as to expand the width of the bag to its max capacity, I have issues with the bag hitting my rear spokes – this is especially an issue when I’m riding up and down hills (as I do every day) and do a lot of side to side pumping for speed.
Overall: A good bag that is waterproof and durable, but has its issues that you’ll need to work around. Also, there are no instructions on installing the bag. A little tip: the curved/angled side goes towards the front of the bike, and the flat/straight side towards the back.
